Default Arabic police belt buckle?

Good evening

A friend and fellow police collector has been told this is possibly police, can anyone please confirm and/or correctly identify it?

Lot of non-Arabic characters in there, Turkish perhaps.

The script is definitely Farsi (Iranian) and shows the word “Police” as transliteration. The style of writing and also using the word “Police” in Farsi alphabet shows that it is most likely from Afghanistan.
