Default TRF for id please

Hi All.
Anyone know who this belongs to?
I haven't got it myself but was sent the image by a friend.
I think it is 50mm x 50mm if the image is actual size.
Any help gratefully received.

This has been on the forum from different members before, believed to be Scouts but has not been confirmed .

Hi Guys

I have 8 to 10,000 scout badges and that's not a scout badge that I have ever seen, the flier d Leigh is not of a design used by UK scouts or any British Commonwealth scouts that Im aware of.
