An answer from a friend at CEF Study Group;

Vickers, Sons & Maxim "pom-pom" on a naval or fortress mounting. Looks too big to be a 2 pounder so perhaps an experimental 4 pounded? The usual cartridge cases, in the 1 Pdr., 1¼ Pdr., 2 Pdr. sizes were straight sided, so this bottle-neck cartridge is probably 3 or 4 lbs shell weight.

Very likely the largest Maxim mechanism ever built, but so large and heavy that it obviously could not be aimed and fired under manual control. The mounting shown would be highly impracticable, but was probably just a "test-bed" for the gun. The 2 Pdr.s were extensively used as anti-aircraft guns in WWI and WWII, on both land and ships, by the Germans as well as British Empire forces, as the design was licensed to them well before WWI by VSM, if not by Hiram Maxim himself.
