Hi Fearnaught. Finally tracked down my two Lebanese Signal Corps insignia and have them displayed here. They are a 1990s version (top) and a 2005 version. You will see that this is very similiar in style to the two insignia you have displayed. All three have a different shape but are the same style. My guess is that they are all Lebanese. Does any one know what the Lebanese had in the way of Signal badges before these items?

Dont know the units but at a guess I would say the top one was Electrical and Mechanical Engineers, and the bottom one some type of infantry perhaps SF. Just a guess. No doubt there are a whole set of them and it would be fun to see them all and know what they are. Try writing to the Lebanese Embassy and see what they come up with.
