Default Unknown Navy Badge

Have a bunch of these Badges since some decades and had a Label inside marking it as Naval Assn.
Allway's thought it's German, but the Historian of the German Naval Assn. wrote that the Germans never had this design for their assn. and suggested a british origin.
Maybe somebody knows it here.
Also interesting that the Pin dierects a bit to the side on all Badges.

It doesn't look like a British badge either, or if so, not Royal Navy. If it had a Royal Navy connection I would expect it to have the naval coronet on the top. It is probably meant to be worn with the anchor offset at an angle hence the positioning of the pin. Offset anchors are often associated with harbour / port authorities.
Is there anything on the back?
