This is a commercially made wing made for sale to those soldiers who qualify for the Dutch B wings for 5 daytime clean fatigue jumps, awarded by commercial para centres in the Netherlands. Serving Dutch soldiers in a para slot earn the A wings in the Dutch/Belgian military para training centre, with a star at the base of the chute, but any Dutch soldier can choose to pay for his own training to get and wear the B wings on his uniform.
