I think it is Spanish : "DISTINTIVO 25 SALTOS – BRIGADA PARACAIDISTA"

Default Spanish Para Badge

Laurent is correct. It is the Spanish Parachutist Jump Award. Along with the Spanish Parachute Wings, a service person would wear this to indicate the number of jumps completed. They are found in both cloth as is shown and also in metal.

Default Spanish Jump Awards

Glad to help. The Jump Awards increase by 25 (25-50-75-etc.). I have a cloth one in my collection with "125". The first edition of Bragg & Turner (drawn illustrations) shows one with "1000".

That's a nice example of a Post '77 Spanish para qual that you have in your photo.

Would I be right in assuming that the rubberised/cloth ones only started appearing in the late 1970’s or early 1980’s?

Sorry, I have no info on the date the cloth Jump Award badge first come into service. I am checking on other means and when I have an answer, I'll post here.
