From CASF Routine Order 3081

REPLACEMENTS OF METAL CAP BADGES 3081

1. Demands for metal cap badges have been excessive due to Army personnel giving these badges away.

2. On account of the shortage of metal, no further issues will be made when existing stocks are exhausted, and in future, plastic badges will be provided.

3. In view of the fact that there will be some delay in getting into production of plastic badges, it is absolutely essential that the greatest care be taken to avoid unnecessary replacement of metal cap badges.

4. All ranks are warned not to dispose of their badges in the manner referred to in para. 1, and Officers Commanding will instruct Quartermasters to carefully scrutinize requests for replacement of badges to prevent unauthorized disposal and to see that issues are kept to an absolute minimum.

Hi Phil, One of a continuing series of admonishments issued to control insignia. Unfortunately the production of plastic badges, except for a handful of units, never came about. (Canadian Parachute Corps, Garrison Battalion, Army Cadets, CTTC were produced in plastic. There are others that exist but were likely the samples made for sealing.)
