Default POW feathers without scroll

Hi All,
Comments welcome on this small badge, about 2.5cm wide.
Can anyone identify it?

Possibly Witshire Yeomanry collar badge? Missing the 'Ich Dien' scrolls.

Appears and officer's collar badge or for the FSC. Could the scroll have been a sperate piece now missing?
