Default Unidentified naval badge

This cloth arm badge has been described to me as a Norwegian 'Sharp Shooter in Merchant Navy'. Can anyone corroborate this?

I do not know anything about this badge but wonder if it is upside down and should have the 'H' at the top.
Just a thought as it does not look particularly aestheticly pleasing as it is - not sure it would be any better the other way around.
Hoping you get better responses than my uneducated thought
Could they be Naval PT clubs?

Mike,
Your thoughts had also passed my mind. I have also played around with position but concluded this is the right way up considering that crossed RN Gun badges have the narrow barrels pointing up. Besides, coincidentally a Norwegian sailing club badge has titles SS above H as in my badge.

Possibly gun barrels as you suggest. rather than naval PTI clubs.

It's Norwegian for gunners in the merchant fleet, WW 2. This is for the tropical uniform and you can also find it with a dark blue background.

The letters stands for Sjøforsvarets Skytteravdeling i Handelsflåten, meaning something like Navy Gunnery Unit in the Merchant Fleet

Along with it was this Norwegian naval non-substantive badge of crosssed axes. Looks very British but cut square. I.D. please?
