Air Cadets or Air Scouts Badge?

A friend has asked if I can identify this as he's had no luck. I have no idea but I am wondering if it is Air Scouts of some sort, or possibly a cadets badge. A 'C' with a bird inside, about an inch across.

Any thoughts?

The circular patten makes me think Scouts.but can give no definitive answer, it may not even be British.
