AANC nurses cape

hi all
is there any way of working out what period this cape might be?
its damaged with what looks to be missing a shoulder strap but also very stained.
any suggestions on best way to clean it?

Sorry, I don't know how to date it, but from your picture the stains look like blood stains??? If so, I would not want to try and remove them as to me that makes it very awesome.
