The Shires Royal British Legion Band.

The Band is based in North Oxfordshire near Banbury, England and was formed in 1985. Playing and marching in a traditional British Military style the instrumentation is of Drums, Bugles and Glockenspiels.
Can't (yet) find any info about why they wear that hackle.
