Default Victorian Cameron Hldrs. Pagri?

Have had this badge for quite some time now and had thought it an officer version for the Glen, but I have recently seen it described as for the Pagri, probably because of the brooch back.
It is silver plate and an excellent strike, smaller than the standard Glen badge to the right for comparison, and similar to the sporran badge in design.

Definitely not a sporran badge, even though it is similar in design.

Anything further on this? I am now assuming it to be an early officer Pagri badge.
