Hi bc,
It's the kind of badge that John Brown, personal assistant to Queen Victoria, might have worn.
However, pictures show him wearing a clan-type badge.

it does have a Royal feel to it. something else relaited to the crown? but what?

It looks to me like the fittings have been moved. I also have my doubts that the crown, VR & shamrock with thistle group is original to the badge.
Very nice piece though but I think made up.
Maybe the thistle was for a bandsman's crossbelt or something and somebody turned it into a glengarry badge?

Definitely looks like something made from 3 or more separate items, one way of selling stuff in a junk/scrap box.
