Default Cloth badge

Can anyone please help with this badge, may not be military but was part of a collection of cloth military badges ( which I won’t be keeping)

Peter,

The "device" shown in the centre of the shield appears on the top of the Birkenhead coat of arms. That said, I've no idea who may have used the patch.
