All Jacoby badges that I have seen were marked as such.

May just be the photo but it doesn't look like gilt to me. There are a number of CEF badges with a gilt-like coating (but not real gilt) that aren't officer's badges - here is a link to one of mine:

I have a 62nd Bn that looks like gilt - certainly not an officers and there is no end to the gold plated badges with pin backs.
