Default Another mystery bullion badge, possibly Naval?

Another unknown bullion badge which obviously has some age. I was thinking that because of the black material that it might have a naval connection. It doesn't appear in Guido Rosignoli's Badges and Insignia of World War II Air Force-Naval-Marine.

I do not have a clue as to what the central device is meant to represent so i have no idea where to direct any further search.

Any pointers in the right direction would be appreciated.

I think it's meant to be nanchukas, so this would be a badge for a qualified ninja

I am thinking that it was more probably worn by a ticket seller at the entrance to the Mersey Tunnel.

Can you put up a picture of the reverse side please? it may tell which country it's from.
