Default Unknown cap badge inherited from great grandfather

Hello all.

I'm hoping that someone might be able to identify a cap badge I inherited from my great grandfather, back in the late '70s. I know he served in the Hampshire regiment in WW1 and then the RASC in WW2. However, I've never seen this type of cap badge before - perhaps it's even civilian?
Hopefully the photo will work, but otherwise, it's silver in colour in the shape of a shield (american police style), with a diagonal cross, and in the spaces between the arms of the cross is a castle, or tower, meaning there are 4.
Excuse the paintjob done by an enthusiastic 8 year old!

Could this be something to do with Plymouth? The shield cross and towers are similar to those on the ship's badge of H.M.S.Plymouth albeit the colours are different. On the ship's badge the cross is green and the towers are black.

It is a collar badge from the former Plymouth City Police which some industrious individual has painted. It should be either brass, white metal or chrome depending upon its age.

Brilliant!! Thank you so much for the replies and answer, that makes a lot of sense.
As for the paint job, I have to admit that was me at about 8 or 9 years old being enthusiastic with some model paints...

White metal insignia was worn by Plymouth City Police prior to approx. 1935.
