Default RAF but worn by whom?

Photo is of a small RAF eagle with an additional block 'RAF' to the bottom. It measures 53 x 24mm.

I would have expected this to be a brooched item, but it has two lugs.

I cannot see it in Hobart or other reference material I have at hand so can anyone please identify it?

I believe this badge was worn by RAF Civilian drivers in RAF style uniform.
