Default Victorian Cypher Silver (?) Badge for ID

Hi all. This came with a group of other badges and appears to have a VR cypher. Not sure what it's made of. It came with the Madras Police badge that I have posted in the Police section. Any opinions woupd be much appreciated. Many thanks.

It’s from the end of a belt, that would be worn over the shoulder.

It spells VRI so is Indian also

As mentioned, it is for the end of a dress cross belt worn by officers and it is Indian, so likely it is from the Madras Police.
