Default Danish, Dutch, Belgian or elsewhere?

I have no idea as to the origin or purpose of this badge. Any assistance from forum members will be gratefully received.

If it were army, it would be rare! I believe the Duchy of Monacco has the distinction of having the world's second smallest army, after Vatican City. About 250 men, with 35 civilian support staff.
