I think she's a WAAC who was previously a member of the WL. Former WL members who transferred to the WAAC were permitted to wear the WL badge on the left breast of their uniforms.

Yes I agree, it’s an officer grade uniform too, but I don’t think that the hat is regulation, although it’s a similar overall shape. It appears to be straw. Correction: it seems there were two types as seen in the photo below, one dark straw and the other drab felt, which latter seems to have become by far the more common.

Looking at her belt and the size of her non regulation buttons I think it must be the early stages of absorption of the WL by the WAAC with a sort of hybrid uniform, as she definitely has WAAC pattern shoulder straps. A sort of transitional period perhaps.

Thanks , the quote I posted mentions "They eventually adopted WAAC uniform " so that would fit in with your suggestion.
