Can anyone identify the hat badge worn by the Major in the front row on the far left? H&PE Regiment?

I think they are all green. Compare them to the forage cap.

The major in the back row 3rd from the right is wearing a silver LDSH officers cap with a black beret.

Many of the officers are Cadet Instructors List, they would be wearing green berets, most likely the lighting in the pic makes the berets look all black

Interesting, the fellow with the tam and work dress shirt is wearing rank without Canada tabs, he must be an exchange officer. Back in the day CIL would have exchange officers with the UK and Germany, not sure about other countries.

Default Major in work dress

I just asked my father who is in the pic and he said he does not remember the name of the Major in the work dress uniform but he was from the Canadian Black Watch. I found the names of these officers on the vernon army cadet website

Yeah, I guess it is the lighting. I was comparing the Strathcona and his obviously black beret to the others.

Back on subject; I'd suggest that the man in question is a Rocky Mountai Ranger based on the 2nd paragraph in the following link to 1787 Army Cadet Corps:

By the time of the photo in question (1979) there was no longer Regular battalions of the Black Watch in the Canadian Forces, only the Militia (Reserve) battalion in Montreal. However, there were still a few Reg Force members still badged RHC and some remained so even until the 1980s. When I was posted to Calgary in the mid-1970s, I recall seeing a Sergeant, who was working some extra-regimental job (something to do with barracks administration?) wearing a cap badge that I later identified as RHC. Additionally, in the mid 1980s, after I was commissioned, I recall seeing listed (in the Officers List, which used to be published back then) at least two Reg Force officers identified as being RHC. Regulations back then (and essentially the same now) did not require a soldier to switch regiments until such time as they were posted to a battalion of another regiment - the few Black Watch types that remained in the Reg Force (and continued to be badged as such) did so because they continued their service in extra-regimental employment. The same sort of rule applies to soldiers who (often following retirement from the Reg Force) transfer to the Reserves. I think that such a situation applies to the tam wearing Major, who was likely this gentleman.

It was not uncommon for ex-Reg Force members who transferred to the Supp Reserve to do periods of service in support of cadet activities. Major McQueen moved to Lumby, BC (about 10 miles from the Vernon Cadet Camp) the year before the picture was taken and so it would probably had been an easy fit for a summer (or more) of employment.
