Default Sword in wreath, blue Enamel Lapel badge

Hi all. Does anyone recognise this Lapel Badge? Many thanks for any help.

Is the picture not upside down? The position of the stalks of the two sprays of leaves suggest that the design is actually this

with the sword reversed. The sword is a broken one, i.e. the point is missing.

I agree that this is the intended way to show it, but it is still not the Netherlands Police.

A button with exactly this design was in a Belgian friend's collection and is in his book on Belgian Police buttons. The sword points downwards.
The button was for the Belgian Police music corps.
