According to Google Translate they say "Customs".

Here are two I have, NFT/NFS.

The same design is still used in Taiwan.

R/H: brass, 22.8mm, no back-mark - convex back with 2 holes.

That's it I'm afraid, I've only been collecting Customs buttons since early last year. Whilst I'd like something from the Treaty Ports for my worldwide police collection any I've seen have been out of my league price-wise.
