Default Identify Civil Defence - Vergilius enamel badge

Can anyone identify the date of this Civil Defence badge and the organisation that issued it? The scroll Vergilius is somewhat puzzling as this spelling refers in the main to the Roman writer Virgil rather than 'Vigilance' which is what I thought (and ties in with the binoculars). I assume having a crown usually means something official.

The rear has the B'Ham Medal & Badge Co. Ltd relocated to Albion St, Birmingham in 1944 (1944 at 29 & 30 Albion Street, 1963 at 95 Albion Street). So the badge could be a late war example. However, I heard from a FB group that some believe it to be a post-war badge.

Anyone have any definitive information on this badge?

Could the Royal Observor Corps be a contender? The use of Binoculars in the construction of the badges main feature sort of "Hints" in that direction? Look forward to seeing results, all the best billy

Its definitely not from the Royal Observer Corps. I doubt it was privately made by a group or sector either.
