With those fittings, just possibly a piece of horse furniture or a pouch badge, but not sure it's military, for the same reason - odd double tabs on the back.

The shield is the British royal arms as used between 1801 and 1816.

Many thanks for the replies. I've never seen those type of "fixings" before.

Can see why it is probably not Military, so maybe with the Royal Arms it comes from some sort of formal dress uniform connected with royalty?
