Default Unknown Victorian badge

Hi all
A mate of mine has asked me to ID this badge. I have no idea but I'm hoping someone here may know.
He believes it's Canadian?

I had posted this exact badge on a Facebook group dealing with New Brunswick militaria and the consensus was not firm but it was suggested it may be a Dominion shooting association badge. The attachment method is not standard for military badges. Perhaps even some sort of award since it has a fixed horizontal bar (which would likely fit a ribbon) and a vertical hook.

And I have never seen a military badge with the rifles upside down.

I thought this was rather odd. I wondered if it was a prop badge for a film or TV.

hi guys
it is very unusual construction.
i would say definately period, not produced for films, but given the upside down rifles hard to imagine its military or from a rifle club.
