Can anyone assist in identifying this WW2 patch the orientation may not be correct?

I bought a couple of examples of that sign over 20 years ago from an elderly lady who told me that her deceased husband was a Lt. .Colonel who had had a staff job at Chester and that he had been responsible for the design of the sign.

It is amazing the things that happen in our area of interest , just wish I could remember the officers name.
