Default South Australian Scottish Pipers X-Belt Plate

hi all
here's a lovely South Australian Scottish Pipers X-Belt Plate.
this photo appeared in the Adelaide Observer 6/1/1906
hard to see, but the pipers are wearing the plate.
the rear of this photo implies this item came from Bob Grey
any comments welcomed

I'm of the opinion that the individuals in Scottish dress might be officers rather than pipers.
