That sounds very probable. The chap in the photo is wearing the "Frock, Khaki Drill" introduced c. 1937 and superceded in 1940 by the "Bushjacket, Khaki Drill". The high neck "Frock" does however pop up in many wartime photos taken within South Africa mainly worn by chaps in training. The Bushjacket and later also Battle Dress being worn overseas. It would seem reasonable that stocks of old badges would have been issued to trainees until as well until they ran out.
