Default 2nd Naval Brigade Cap Tally

Can anyone please advise me when this cap tally would have been worn and by whom.

I also suspect that this ribbon was worn at the beginning of the First World War by parts of the Royal Naval Division's units that were still dressed in blue.
The Division was split in a 1st and 2nd Brigadge.
Very nice and for sure a rare tally, never seen before !

Thank you Andy for showing it. Yet another interesting find which is not documented. I look out for postcards, RND, RNAS, RNMBR etc with show badges etc which are not recorded. I will look out for this one.
