Default Victorian Helmet plate

Hi,
I thought this was general service badge of some sort, not even sure if its a plate or not as there are no fixings on the rear, can anyone id this badge and what it may of been attached too, thankyou

It looks similar to the plates found affixed to old water and oil tanks and the like, it's possibly one of those......

I thought about safes but the plates I've had from those have all been more solid bolt on jobs rather than soldered or sweated on.

its quite thin and isnt bent at all.
what regiment is it? or is it just a general service variant?

Didn't insurance companies supply plates for buildings so that fire brigades attending knew the building was insured.

It is NOT anything to do with the military and wasnt worn on any item of headress.

Its the Royal Arms used on lots of products and is what the others above have said.
