Default Arab Air Force of some description
It's 33mm tall, and 21mm at the widest.

10mm pin clutch fitting, no marking on the back.

The badge is Libya and it's a collar badge. 1970s-1990s.

Maybe they all use the same, mine came from an Egyptian LtCol.
