Large The Buffs

There is an old thread on the forum showing and attributing this very large and handsome Buffs badge, but for the life of I cannot find it after hours of searching.

Could someone in the know please remind me of its purpose, who wore it and when or direct me to the original thread.

It’s large and similar to the pagri badge but with the additional scroll.
