Only reference that I can find is page 23 of "Naval Cap Tallies volume II" by Wayne Mitchell.

Top of the page under Barbados;

"HARBOUR POLICE 29"

Not sure what the "29" represents, but it is a start I guess.

From Royal Museums Greenwich (1928-1939) :
