Is that a tartan patch on the helmet of the mounted officer?

I would guess so.Also,he's wearing trews, perhaps as a mounted officer of the 72nd Regt.Seaforth Highlanders of Canada.

Thanks - I couldn't make out if that officer was wearing a tartan rather than other coloured patch, now I've got to a larger screen I can see that it is, it looks like they were worn as a mirrored pair, rather than the angle of the sett being identical on both sides.

I suspect that the two mounted officers are Honorary Lieutenant Colonel J.A. Macdonnell (wearing glengarry) and Lieutenant Colonel R.G. Edwards Leckie (pith helmet). This photo was probably taken soon after war was declared (note the ranks of men in civilian clothes with rifles at the shoulder) and before LCol Leckie departed for Valcartier with the contingent some of whom were incorporated into the 16th Battalion that he was to take overseas.
