Arts and crafts silver buckle with crackle decoration.
Stamped to the reverse P & B Sterling, originally gilded now polished off. If you stare at the crackles you can see prehistoric cave art figures.

The blue flower you have not been able to identify looks to me to be a lotus - in particular a blue lotus (aka the Egyptian blue water lily - awright with that Tiger Lily - didn't want to contradict you?).

I looked up the symbolism for blue lotus and there are a few - but rebirth or rebirth of the sun seems popular. Cor blimey - now back to Black Watch
