Two reasons why it was sometimes done, either there was a shortage of stripes and quartermaster’s temporarily reduced the issues until stocks recovered (a fairly rare intervention), or more commonly to mark out those holding local or lance rank in order to differentiate them from those with substantive rank (service seniority and pension rights).
