Default Charlottetown

I am currently in the process of tidying up my collections, trying to i.d. items and place in their proper context.
Several years ago I obtained a small package of items from the visiting RCN frigate "Charlottetown". However, I didn't go into the details of inventorying. Now I see that it's not all that simple.
I have a couple of queries: evidently the rhomboid patch belongs to an air-wing unit applicable to the warship in question, but what would it's designation be?
Secondly, the Fire Dept patch: Is there a 'twinning' agreement between the ship and the town/city FD? Would it be at all worn by crew members?
