Default Royal Scots Greys Cap badge

Hi Folks,

Could anyone tell me what the description or blazon of the Cap Badge. I understand that the eagle is the French Imperial Eagle but what is it standing upon and is that a laurel wreath around the neck. I would appreciate your input. Many Thanks.

The eagle stands upon a tablet inscribed Waterloo and certainly does, indeed, have a wreath!
