Default SJAB curiosity

Can anyone throw light on this curious SJAB medal?

It is made of silver (see hallmarks at rear) and evidently handmade. Note that the angles contain Shamrocks.
Legend on obverse: 'C. of E. Division S.J.A.B'. The C. of E. has been defaced to C. of D.
Inscription on reverse: T.B. MARTIN / DIV. SHIELD / 1931. The surname MARTIN has been defaced by several scratch marks
