The thicker spear above the scroll than below and lack of detail in the lion leads me to believe it is a copy.

I'd agree with copy, I've seen one pair I was pretty certain were right and the enamel of the lion was flush with the disc, this one looks a little recessed, also the 'chrome' finish looks a bit bright, the 'nickel' plating of the time has a softer shine to it.
