The galero (wide brimmed hat) with 15 tassels each side is part of the coat of arms of a Cardinal of the Roman Catholic Church.

Perhaps related to Scouts, Boys Brigade or Church Lads Brigade or similar?

Default Badge Westminster

I agree that this badge represents a Roman Catholic organisation. However, it is not Boys Brigade, as it was very much a Protestant organisation, nor is it Church Lads Brigade which was Anglican. There were other Brigades, like the Jewish Lads Brigade and Catholic Boys Brigade, but I don't believe your badges are the CBB. Possibly Catholic Scouts but scouting is not an area of expertise for me. Will get back if I find anything as I have seen those symbols before.

These are badges of the 8th Westminster Boy Scout Group. Perhaps he was a Boy Scout or Rover Scout in that Group before joining the army. I wouldn't have thought they would be authorized for wear on his army uniform though!!
