unknown collar badges

hi all
any ideas what these 2 badges are?
im assuming they are collars although the rifles is a little bigger.
any thoughts?

The feathers probably had several uses but it is very like the 2nd Devon Rifle Volunteers, Churchill 353 or 357 depending on exact size, I could do with a couple of these myself.
