Looks like Corps of Commissionaires cap badge and star shaped medal to me.

I thought that he looked a little too old to be on the beat. The Corps of Commissionaires would fit as he is ex military. I didn't know that they wore numbers on their collars like policemen.
Here he is in his younger days. |

I think that one of them is George Scarff's father, presumably the bloke in the C.o.C. as he also appears in the wedding photograph in the other thread.
