Rare Civil Defence title variant

Very pleased with this small but rare buy: Featured on p.37 of Jon Mills 'A People's Army' (1993) it is believed to be an official 1941 Civil Defence issue shoulder title for ARP controls, but either a rare variant or manufacturers' error (missing the 'AND'). Been after one for years. The cost? £2.99.
