Hi Didier,

This is a (WW2) Stirrup pump.

The tube is inserted into a bucket of water and the foot is placed on the plate at the bottom to steady it. A basic fire extinguisher in reality. It could also be used to pump out the hull of an armoured vehicle if necessary.

If you do a Google image search all will become clear.

My family had one "issued" in north London during 2WW, for DIY dealing with incendiary bombs!
