1. Is this badge original?
2. If so, is it a cap or collar?

A modern fake, probably by Badgeman2000.

Does it have SILVER stamped on the back? A lot of his fakes did.

It does have "silver" stamp on the back of the 9. I too think it likely one of Badgeman2000's dastardly deeds.
